At its 9th meeting (24 - 27 August 2010 in Sicily, Italy), CPG PTD considered and agreed on the following issues:

 

Agenda item 1.5 CEPT Coordinator, Mr Christoph Hildebrand (Germany): to consider worldwide/regional harmonization of spectrum for electronic news gathering (ENG), taking into account the results of ITUR studies, in accordance with Resolution 954 (WRC07).

Participants expressed preference for Option 1 which is the development of an ITU-R Recommendation or Report. This preference was introduced in the draft Brief. However, only one ECP addressing Option 2 is available. The preferred Option 1 would not require any action at WRC-12 (No Change for WRC-12 AI 1.5) and therefore in this case no ECP is needed. However, referring to Option 2 Draft ECP for WRC AI 1.5 was kept the same as Budapest output.

Administrations were invited to contribute to the frequency bands still in square brackets in Annex 1 of the draft Brief as well as on the preliminary position.

Agenda item 1.7 CEPT Coordinator, Mr Sylvain Germaine (France): to consider the results of ITU-R studies in accordance with Resolution 222 (Rev.WRC-07) in order to ensure long-term spectrum availability and access to spectrum necessary to meet requirements for the aeronautical mobile-satellite (R) service, and to take appropriate action on this subject, while retaining unchanged the generic allocation to the mobile-satellite service in the bands 1 525-1 559 MHz and 1 626.5-1 660.5 MHz.

The drafting group considered the two draft ECPs supporting the two different options:

           no changes in Article 5 (including No 5.357A) and 9 of the Radio Regulations are required.

           additional procedures are required in Resolution 222 (WRC-07) for supporting the regulatory provision of RR No. 5.357A, without any modification to RR Article 5 and 9.

No agreement to support one or the other was reached during the PTD meeting and it was agreed to send both to CPG for discussion at the next meeting in Berlin. The regulatory proposals were aligned with the draft CPM text, as finalised by WP4C at its June 2010 meeting.

The draft CEPT Brief was modified taking into account the input contributions.

Agenda item 1.8 CEPT Coordinator, Mr Nasarat Ali (UK):
to consider the progress of ITUR studies concerning the technical and regulatory issues relative to the fixed service in the bands between 71 GHz and 238 GHz, taking into account Resolutions 731 (WRC2000) and 732 (WRC2000).

Discussions within PTD was mainly about two options (i.e. no change to RR at this time or hard limits in the RR with respect to protection of passive services) for a draft ECP to resolve this AI and the additional technical studies provided at this meeting. With respect to the technical studies it was felt that issues raised in French and UK contributions required further detailed consideration within WGSE. An appropriate liaison statement to WGSE was agreed to seek their input.

The draft CEPT Brief including preliminary CEPT position was revised to reflect the results of above discussions. Draft ECP reflecting two options will be provided to the CPG meeting.

Agenda item 1.17 CEPT Coordinator, Mr Jean-Philippe Millet (France): to consider results of sharing studies between the mobile service and other services in the band 790-862 MHz in Regions 1 and 3, in accordance with Resolution 749 (WRC07), to ensure the adequate protection of services to which this frequency band is allocated, and take appropriate action.

The draft CEPT Brief was updated in light of the contributions from Germany and France. The introductory part of the CEPT preliminary position was improved; the issue A was updated mainly to take into account the results of the last meeting of the JTG 5-6. With respect to issue B, two methods are put forward: B1bis (based on 9.21 before and after 2015) and B2 (based on 9.21 before 2015 and on new regulatory provisions after 2015, the new Resolution [mobile/ARNS] that treats the ARNS and the mobile service on an equal basis). With respect to issue C, there was a consensus for no change within Region 1.

A first draft ECP was issued and the principles contained in the draft Brief were used. For issue B, two options have been inserted, one corresponding to B1bis (supported by the Russian Federation) and one corresponding to method B2 (supported by other administrations).

Agenda item 1.18 CEPT Coordinator, Mr Dominic Hayes (GSA): to consider extending the existing primary and secondary radiodetermination-satellite service (space-to-Earth) allocations in the band 2 483.5-2 500 MHz in order to make a global primary allocation, and to determine the necessary regulatory provisions based upon the results of ITU-R studies, in accordance with Resolution 613 (WRC-07).

Offline discussion took place to determine mutually acceptable wording for the draft ECP to protect the RLS in some Region 1 and 3 countries from the RDSS systems that may operate in some Region 3 countries. Draft ECC Report 150 revised at SE40 meeting after PC was noted by CPG PTD meeting.

The updated text for the brief was agreed. Revised draft CEPT Brief and draft ECP for WRC-12 AI 1.18 were approved in the plenary session.

Agenda item 1.20 Coordinator, Mr Alexander Klyucharev (Russian Federation): to consider the results of ITUR studies and spectrum identification for gateway links for high altitude platform stations (HAPS) in the range 5850 7075 MHz in order to support operations in the fixed and mobile services, in accordance with Resolution 734 (Rev.WRC07).

It was confirmed that the main goal of CEPT on this Agenda Item is to provide adequate protection of existing services. The simplest method to provide such protection of existing services is the Method A (NOC) of the draft CPM Report. The preliminary draft ECP on WRC-12 AI 1.20 to support Method A (NOC) was approved by the meeting.

The modified version of the draft CEPT Brief on WRC-12 Agenda Item 1.20 was agreed by the meeting. LS to SE19 on draft ECC Report on HAPS was agreed by the CPG PTD meeting

 

Agenda Item 1.25 CEPT Coordinator, Mr Juergen Nitschke (Germany): to consider possible additional allocations to the mobile-satellite service, in accordance with Resolution 231 (WRC07).

The meeting developed several preliminary draft ECPs for consideration by the CPG based on input contributions receiving adequate support. For the following bands, draft ECPs have been developed:

-          For the frequency band 5150 - 5250 MHz, a draft ECP for a new MSS allocation

-          For the frequency bands 7055 - 7250 MHz and 8400-8500 MHz, draft ECPs for “No Change”.

-          For the frequency band 10.5 -10.6 GHz, the meeting agreed to develop an ECP with the understanding that sharing studies on this band have not been completed. In addition, it was also decided to prepare a draft ECP for NOC.

-          For the frequency band 13.25 - 13.4 GHz the meeting decided to develop two ECPs, one for a “No change” proposal and one for a new allocation, with the understanding that further study is necessary with regard to the aeronautical radionavigation service.

-          For the frequency band 15.43 - 15.63 GHz it was decided to prepare 2 draft ECPs. The first proposes an allocation to the MSS with an optional footnote that ARNS systems should avoid use of this band in view of anticipated narrow band operations and the availability of the bands 15.4 - 15.43 Hz and 15.63 - 15.7 GHz. The second draft ECP proposes a NOC for this band.

-          The group also discussed the draft CEPT brief and brought it in line with the ECPs and the work conducted within Working Party 4C.

Ongoing work

The work of CPG-PTD concentrates on various issues of WRC-11 preparation dealt with under agenda items 1.5, 1.7, 1.8, 1.17, 1.18, 1.20, and 1.25.

To deal with these agenda items, CPG-PTD prepares draft European Common Proposals, draft CEPT brief, preliminary CEPT positions for the presentation to other administrations or regional bodies and CEPT positions for the Radiocommunication Assembly.
 
CPG-PTD also coordinates CEPT positions for the relevant ITU-R meetings, in particular Conference Preparatory Meeting.

In carrying out these activities CPG-PTD consults with the relevant bodies and organisations and reports to the CPG.
